Dr. Hicran Kazancı, who was appointed Turkey Representative of the Iraq Turkmen Front in July, 2010 assessed the visit of Foreign Minister Ahmet Davutoğlu to Iraq on 10th January and the problems of the Turkmen in the region.

Hicran Kazancı underlined the fact that the visit of Ahmet Davutoğlu to Kirkuk would be the first visit on a ministerial level since the visits of Süleyman Demirel and Fahri Korutürk in the 1960’s. H.Kazancı expressed his desire for the continuation of this tradition and said, “The visit of such a minister from Turkey with an international discipline background is a very important occasion for us “. H.Kazancı reminded that there was a strong prejudice against Turkey in Northern Iraq, however, at the point we are today, it is possible to speak of a situation that is quite the opposite. H.Kazancı sees this positive result as the consequence of the change in the foreign policy of Turkey after 2005 and the communications that Turkey has incepted with all the groups in Iraq.

H.Kazancı reminded that before the occupation of Iraq by the U.S.A., the Minister of Foreign Affairs at that time, Abdullah Gül had put the “Meeting of Iraq’s Neighboring Countries” on the table; however, the US administration was insistent on entering Iraq and did not favor this meeting. H.Kazancı also added that on the eve of occupation, US diplomats had sought the support of Turkish diplomats, however Turkish diplomats had replied  “Do not enter Iraq because if you do then there will be chaos, you will open pandora’s box. You will not be able to contain it. Let us deal with this problem with the neighbors”. However, the warnings of Turkey were ignored. H.Kazancı says that at this point the US has started to support the “Meeting of Iraq’s Neighboring Countries” and pay attention to “Extensive Turkey” and said, “If the U.S.A. had listened to Turkey ABD Iraq would not have experienced a disaster”.

WE HAVE BECOME A TRADEMARK

H.Kazancı continued by saying that the Iraqi Turkmen Front had made major headway in Iraqi Turkmen politics and said, “We have become a trademark. We have become a political party with the broadest grassroots. In the last elections we produced 6 members of parliament. Today there are 3 Turkmen ministers, 2 of them from the Turkmen Front, 6 members of parliament from the Iraqi Turkmen Front bringing the total number of MP’s to 10. In the near future when the government is finalized this number will increase by one and total 11. We now have a Turkmen group in parliament”.

Turkmen should be included in the Kurdish local administration

H.Kazancı underlined that one of the targets of the Iraqi Turkmen Front Turkey Representation was to have Turkmen both in central government as well as in Kurdish local administrations. H.Kazancı drew attention to the fact that 150 thousand Turkmen families were residing in Arbil and in order to maintain the legitimate rights of Turkmen, they must take their share in local administrations. H.Kazancı commented that the Kurds who are the second major element in Iraq, were in charge of local administrations and said, “They have a budget of 7 billion dollars. In addition to this budget they receive revenue from Habur border gates and from the commerce gates with Iran. The Kurds, who are the second major element in Iraq, obtain all these rights. I think that as the second major element in Northern Iraq, we deserve to acquire at least the same share of rights. In order to achieve these rights we must position ourselves not only in central government but also in Kurdish local administrations “.

PKK in Kandil shall be disbanded

H.Kazancı commented that DTS considered the “Democratic Initiative” of Turkey as a weakness and said “There are nearly one thousand foreign elements in the PKK. When they are disbanded Iran and Syria will also become stabilized. Unfortunetly the PKK does not have a homogenous structure. Some of them support the initiative, others want to continue armed combat. The armed group in Kandil need to be disbanded. This shall be secured in the future process”.
